 90th commemorative M1 Garand

I just purchased a Springfield WWII commemorative M1 Garand at a local firearm auction.

It is in a glass case and is dedicated to the 90th infantry division. There is a small gold metal tag attached to the stock that has this inscription:

Richard E. Garner Jr.
WWII 90th inf div USA

Was wondering if anyone knows this person or what significance the name has on this rifle?

without a unit, it would be very difficult to track down Mr Garner.

Cherish the gun. It's been there and done a lot.
